Marana's Planning Commission takes up a significant rewrite of the town's "Legacy Zones" rules Wednesday night — a technical-sounding change that could determine what gets built on some of the most contested land in the fast-growing northwest Tucson corridor. Commissioners will also consider a sign program for a major commercial development near the Twin Peaks interchange.


New Rules Would Clarify When Older Zoning Categories Require a Full Rezoning

What it is: The commission will hold a public hearing on proposed changes to Chapter 17-4 of Marana's Land Development Code, specifically the "Legacy Zones" — a set of older zoning classifications (Zones A through E) that predate the town's modern planning framework. The amendment would spell out more precisely when a property owner or developer in those zones must go through a formal rezoning process before changing how land is used, and it would add new legal definitions for "Enterprise" and "Enterprise density."

Why it matters: Legacy zones are a common source of confusion and legal disputes in fast-growing communities because they were written before the current scale of development was imaginable. Clearer rules about when a rezoning is required could affect hundreds of existing parcels — determining whether a landowner can build or intensify use by right or must face a public hearing process. The addition of "Enterprise" and "Enterprise density" definitions is particularly worth watching given the ongoing regional debate over large-scale industrial and data-center-style development in Marana; defining those terms in code could shape how future applications are categorized and reviewed. Cascada II Commercial Development Seeks Approval for Its Sign Program

What it is: The commission will vote on a comprehensive sign plan for Cascada II, a commercial project situated east of Interstate 10 and on the north and west sides of Twin Peaks Road, spanning portions of four sections of township land. A planned sign program governs the number, size, placement, lighting, and style of all signs across a development rather than reviewing each sign individually.

Why it matters: The Twin Peaks corridor near I-10 is one of the most active development zones in the Tucson metro area, and Cascada II represents a significant commercial footprint in that stretch. Sign programs set the visual and commercial character of a project for years or decades, and they signal how far along a development is toward opening and attracting tenants. Approval here moves Cascada II a meaningful step closer to full buildout along one of Marana's primary commercial gateways.
