Center for Biological Diversity sues to protect Quitobaquito springsnail from border wall construction. The Tucson-based Center for Biological Diversity filed suit against the Trump administration, alleging U.S. Fish and Wildlife Service violated the Endangered Species Act by failing to list the Quitobaquito tryonia — a poppy-seed-sized snail that exists only in Quitobaquito Springs in Organ Pipe Cactus National Monument — as an endangered species before a congressionally mandated deadline. The Trump administration's "Tucson 2 Project" would build 42 miles of secondary barrier through Pima, Yuma, Santa Cruz, and Cochise counties, with construction planned within feet of the spring's banks. Contractors have already damaged the millennia-old Las Playas Intaglio sacred site in Cabeza Prieta National Wildlife Refuge during related work. Emergency salvage plans are underway for the springsnail, the Quitobaquito pupfish, and the Sonoyta mud turtle.

USPS proposes rule requiring states to submit voter lists before mailing ballots. The U.S. Postal Service on Friday published a proposed rule to implement President Trump's March executive order restricting mail voting, which would require states to provide voter lists to the Postal Service before ballots can be mailed. The rule exempts overseas and military voters and does not apply to primary elections. It faces at least five active lawsuits; a federal judge in Massachusetts will hold a hearing June 2 on a challenge brought by Democratic attorneys general. Critics say the order is an unconstitutional federal intrusion into state-administered elections.
