Congress Street to close to vehicles Halloween night in pedestrian pilot. The city announced that Congress Street will be closed to vehicles from Toole Avenue to just east of Scott Avenue from 5 p.m. Saturday, Oct. 31, until 3 a.m. Sunday, Nov. 1. The city said the pilot covers roughly four blocks of the downtown entertainment district and will let it evaluate pedestrian movement, transportation access and public safety. The city also said nearby restaurants, bars and venues will remain open, and that the recently completed Downtown Links route now gives traffic a way around downtown. Jenn Toothaker, deputy director of Tucson's Department of Transportation and Mobility, told KJZZ the test will help officials determine whether a permanent pedestrian-only closure is viable. Streetcar access will continue during the closure, according to KJZZ.
