How fast does Tucson respond to its residents?
A living dashboard measuring how the city of Tucson responds to the people who live here — 311 service requests, police calls for service, code enforcement, public records.
Before we can measure how fast Tucson responds, we have to measure what Tucson tells us. The city of Tucson does not publish 311 service requests on its open-data portal. It does not publish code enforcement at all. It does not publish permits in bulk. Tucson Water publishes no operational performance report. The first thing this section does is keep score of the gap. The second thing is to start filling it in — with the data that is public.

In the desert, a water advisory or a power outage isn’t an inconvenience — in a 108° July it is a safety event. These utilities publish what is happening now but keep no public history. So TDB keeps it. Water is live; power and 311 follow.
